I want to empower your deck building skills by bringing other thoughts. I believe Beledros ( the name of the elder dragon ) of Witherbloom, the Balancer is the most popular elder dragon from the Secrets of Strixhaven. This commander can annihilate the table. I want to encourage you to do that! So let's go.

Ibelieve most players fall for the same conventional deck build. Cast lots of creatures and end the game with a powerful X-spell like Torment of Hailfire. There's nothing wrong with that. This commander is a tactical monster! The ways you can add synergies is what intrigues me the most. So what can you do?
Tutors are at a reduced cost. Creatures that are mana dorks essentially serve as double mana for your instant and sorcery spells with affinity. Don't forget this will be a spellslinger deck which is not common for Golgari. Or you can add your desired amount of instants or sorcery spells.
Casting Witherbloom, the Balancer is easy. Keeping spells in your hand is the mini game you will have with your deck building. Golgari decks usually are permanent heavy and you want to put them on the battlefield. Fortunately, Witherbloom, the Balancer can create explosive card draw spells at an extremely reduced rate.
Refill your hand

All you need is 4 creatures and Witherbloom on the battlefield. You'll pay one black mana to draw 8 cards and lose 8 life at instant speed.
01

Same criteria as Stinging Study but you don't lose 8 life and pay one green mana. Instant speed card draws are game changers.
02

One of my all-time favs, you save your life by going to 1 life total and draw 7 cards. When copied, you will draw 14 cards and remain at 1 life total point.

Play to win.
Black has so many spells that drain life based on scenarios. What I think makes Witherbloom, the Balancer unique is the reduced cost of budget tutors. You can build this deck to grab the win con instantly.
Grim Reminder is a tutor for under a $1. Plus it can put itself back on top of your library only during your upkeep. That is crazy powerful because you know what happens in the first 3 steps of your turn, right?
Untap. Upkeep. Draw!

What are your opponents playing?

I'd use this to target commander decks who like to self-mill. These players load up their graveyard usually half of their library. Even 10 cards is a good amount. Punish them with Suffer the Past.
01

Are players gaining DOUBLE their life? Even if a spell says their life total goes back to 40 - this is considered gaining life if they were below it. Make them pay! They lose double their llife gain amount.
02

It's amazingly powerful because its at instant speed. We want to punish players who drop in tapped treasure tokens from spells. Even the player who turns all of his permanents into artifacts can be a victim.
03
You wanted more.

Kamikazi Strategy is a favorite of mine when you know you're going to lose the game. Or better you have more than your opponents! Witherbloom the Balancer and creatures are paying for the X cost alongside the mana.
01

Misdirection Spell usually exist in red or blue. Imp's Mischief breaks the color pie and can be a game changing spell.
02

Use Shriveling Rot to influence the battlefield. You can destroy creatures that received damaged from combat or noncombat damage. Better yet the aristocrat player who likes to sac creatures can die instantly.
03
Witherbloom, the Balancer can be a good stuff commander. Green tutors search for creatures in your library and immediately drops them on the battlefield. Imagine your favorite black, green, and golgari creatures coming out to play in different combinations.

Ecological Appreciation tutors up to four creatures.

Finale of Devastation tutors and/or reanimates creatures. if enough mana is invested you can buff and attack the same turn.
Summary
If you are piloting Witherbloom, the Balancer, your opponents better treat her as a threat. You can tutor game-ending spells based off your meta. I just showed you an allotment of cards from massive card draw spells and a repeatable tutor! Nonetheless, the meta specific black spells to win the game! Thank me later by coming back to Commander Claw.
